About Prison

The Laurel County Correctional Center in London, Kentucky, is the county jail facility for Laurel County, Kentucky. The Laurel County Correctional Center can hold between 300-400 inmates. These inmates may be county, state, or federal inmates. The jail is run by Jailer Jaimie Mosley. Kentucky is unusual in that it has a specific jailer position. Jailers are elected officials, who are specifically selected to handle county-level corrections.

The Laurel County Correctional Center is a three floor facility. The first floor holds both male and female detoxification dorms and four isolation cells, which are under constant supervision. The second floor has female inmates and maximum security male inmates. The third floor is general housing for male inmates. The third floor includes a designated wing for protective custody inmates and sex offenders.

Jailer Jamie Mosley believes that jailers have to look out for the interests of three diverse groups of people: inmates and their families, tax payers, and staff. To help ensure staff and inmate safety, he ensures that correctional officers stationed in the jail’s housing units go into the cells on an hourly basis, to ensure the safety and wellbeing of those incarcerated in the facility. Jailer Mosley’s desire is to set the bar high and to turn the Laurel County Correctional Center into one of the state’s leading correction agencies.

Some of the steps that Jailer Mosley has taken to improve health and safety in the jail include: installing cameras in each cell to reduce the number of assaults in the facility; placing both hand sanitizer and antibacterial soap in cells to encourage better hygiene and prevent the spread of sickness and infection; remodeled many cells; stripped down and refinished shower areas to make them cleaner and safer; and tore down and rebuilt the kitchen to improve the facility. Another improvement to the facility has been the introduction of kiosks in each inmate dormitory which serve multiple functions in inmate communications. They can be used to visit family via webcam, file grievances, file medical requests, file maintenance requests, and provide inmates with access to a law library.

Jailer Mosley has also reinstituted a re-entry program. This program is aimed at trying to encourage inmates when they approach release. This program looks at education, life skills, substance abuse issues, and behavior changes to increase an inmate’s ability to function outside of a jail environment. The goal is to reduce recidivism and give inmates a fresh start at life once they are released from Laurel County Correctional Center. In addition, the jail programming aimed at reducing recidivism also focuses on teaching alternative behaviors, which can help increase compliance while incarcerated, reducing the risks to the inmate, other inmates, and to staff.

Jailer Mosley has managed expenses for these improvements by utilizing inmate labor to complete the repairs, resulting in millions of dollars in savings for taxpayers. He has also been able to pay his correctional officers competitively, giving them annual raises, and providing them with Tasers, uniforms, additional training, and other amenities aimed at helping make their jobs easier, increase job satisfaction, and improving their ability to relate to the inmates.

One of the other improvements Jailer Mosley has made is in reducing the amount of contraband in the facility. He has introduced a number of programs and organizations in the jail to reduce the amount of drugs and alcohol in the facility.

When an inmate is booked, he or she receives two free five-minute phone calls at intake. Any additional phone calls must be collect or made through an inmate’s TelMate account. Once booked, inmates will see pretrial services within 24 hours of intake. At that time, the pretrial officer will contact the judge and set the inmate’s bond according to the inmate’s criminal history and security risk. Inmates will remain in custody until bond is posted or their arraignment court date. There are three arraignment dates each week: Monday at 11:00am; Wednesday at 9:00am; and Friday at 9:30am. If the inmate is in custody and attends an arraignment, they cannot be released until the clerk verifies their bond/sentence.

Visitation is 7 days a week, from 8:00am to 10:30pm. Visits must be scheduled at least 6 hours in advance of visitation. Inmates must accept a visitation request before the visit is conducted. However, if unable to pay the full amount of a cash bond, you may will to secure the services of a bail bondsman. A bail bondsman charges a percentage of the bond, usually 10%, to promise that a defendant will appear at trial. This fee is non-refundable and is payable to a bondsman, not to the court. Bondsmen may require security for their promise. If a defendant fails to appear, the bondsmen becomes liable to the court for the entire amount of the bond.
